A khata, B khata, e-khata, OC, CC and RERA status, explained for Bengaluru buyers

Plain-language explanation of the five status documents every Bengaluru property buyer asks about: khata types, the occupancy certificate, the completion certificate and how to read a Karnataka RERA registration.

In one paragraph

Khata is the municipal record of who is liable for property tax; only an A-khata or e-khata is a clean record. The completion certificate says the building is finished; the occupancy certificate says it is fit and lawful to occupy. RERA registration says the project is legally marketable and shows its promises and delays in public.

    The property is in BBMP's main register: taxes are paid, the building or site complies with the rules, and building licences, trade licences and bank loans are available.

  2. B khata

    A separate register created in 2009 for properties with irregularities: unapproved layouts, unconverted land, deviations. Tax is collected but the property is not treated as regular. Loans and building permissions are difficult; regularisation schemes come and go.

  3. e-khata

    BBMP's digital khata rolled out from 2024–25. Every property gets an e-khata linked to its EPID, and from 2025 registrations in BBMP limits need it. It does not turn a B-khata into an A-khata; it digitises whichever register the property is in.

Completion and occupancy

  1. Completion certificate (CC)

    Issued by the planning authority when the structure is complete per the sanctioned plan. It is a construction milestone, not permission to live there.

  2. Occupancy certificate (OC)

    Issued after inspection confirms the building matches the plan and has the required NOCs. Without an OC the building is technically unauthorised: permanent power and water connections, khata transfers and many bank loans are affected. Ask for the OC on every completed building.

    Common in phased projects: some towers have an OC, others do not. Check the OC names your tower.

RERA status

  1. What registration means

    Since 2017 a residential project above 500 sq m or 8 units must be registered before it is advertised or sold. Registration requires the title, approvals and a completion date, and binds the promoter to quarterly updates and the escrow rule.

  2. How to read the record

    Registration date and completion date; extensions filed (each adds up to a year); the quarterly progress report with construction and booking percentages; the money withdrawn from the designated account; complaints and their orders; litigation declared.

  3. What it does not tell you
